Mr. Wataru Hasegawa, President of Kyoto Computer Gakuin (KCG) and The Kyoto College of Graduate Studies for Informatics (KCGI), distinguish guests, ladies and gentlemen, good afternoon.

It is my pleasure to congratulate you, your faculty and staff members, and students on this auspicious day the 50th anniversary of KCG and the 10th year anniversary of the KCGI.

KCG is the oldest computer institute in Japan, founded in 1963 by Shigeo and Yasuko Hasegawa. In 1963, the computer was only used for specialized people, but the founders had a vision of the future where IT becomes no longer a special tool. And, as everybody realizes, in these modern days, we can’t live without IT. The KCGI ranked as the 1st in the category of the fastest growing universities in Japan by the influential Japanese magazine, Toyo Economics, among 620 private universities. I have served at KCGI for three years until 2011. KCGI is a combination of both ICT and MBA programs. Many countries have shortage of ICT specialists; it is same in my country. There will be more need for higher skilled ICT specialist in many years to come.

I currently serve on the President’s Council on the Personal Information Protection Commission in the Republic of Korea. The development of the ubiquitous network society, where people can use information and communication technology anytime and anywhere, has made our lives more convenient, and our society still continue to grow.

In the meanwhile, we are facing a range of serious security problems, such as hacking, Internet fraud and cyber terrorism.

Considering these serious security issues our society is facing nowadays, Japan’s first computer education institute KCG and Japan’s first professional graduate school of information technology KCGI have been playing crucial roles.

While assuming responsibilities of providing people with opportunities to learn new ICT skills and developing them further in order to make our lives richer and more convenient, KCG/KCGI and all of us have the responsibility to respond to the growing social need for enhancing information security from the view point of safeguarding individuals, families, organizations and nations.

I wish further enhanced Korea-Japan exchanges in information and communication fields.

I also wish a long-lasting prosperity of “kcɡ.edu” group.

京都コンピュータ学院創立50周年，ならびに京都情報大学院大学創立10周年を記念する本日のこの佳き日を迎えられました教職員と学生の皆様に，心よりお祝い申しあげます。

KCGは1963年，長谷川繁雄氏と長谷川靖子氏により創立された日本で最も長い歴史を持つコンピュータ教育機関です。当時，コンピュータはごく一部の専門家だけのものでしたが，創立者のお二人は，ITが社会における標準ツールとなる時代の到来を予見しておられました。そして，誰もがご存知のように，現代はITなしに私たちの生活は成り立たない時代です。

KCGIは，日本の有力誌『週刊東洋経済』において，全国約620の私立大学のうち「成長度」の分野でトップにランキングされました。ICT教育とMBA課程の融合を実現した京都情報大学院大学において，私は2011年度まで約3年間，教授を務めておりました。韓国も同様ですが，世界の多くの国々ではICTスペシャリストが不足しております。今後も長きにわたって高度な技術を有するICTスペシャリストを求める社会の声は高まっていくことでしょう。

私は現在，大韓民国大統領直属情報保護委員会でコミッショナーを務めております。いつでもどこでもICTを活用できるユビキタス社会の発展により，現代の社会はより便利に進化し続けています。

反面，知能化されたハッキング，インターネット詐欺，サイバーテロなど，様々な問題が深刻化しているのはご存知のとおりです。

そのように大きな問題となっているセキュリティ分野の観点からも，日本で最初のコンピュータ教育機関である京都コンピュータ学院と日本で最初のIT専門職大学院である京都情報大学院大学の存在意義は非常に重要です。

新しいICTの技術を学び，開発することによって生活を便利で豊かにすることはもちろんですが，個人，家族，組織，国家の安全を守るという観点からも，ICT分野における情報セキュリティの重要性は増しています。

今後も，情報通信分野における韓日間の交流のさらなる発展を望んでおります。

そしてまた，kcɡ.edu グループの末永い発展を願っております。
